在西方很多国家，政府一般不直接参与认证，均由该行业协会拟定相关标准进行认证，主张认证自由。2004年7月1日颁布施行的《中华人民共和国行政许可法》有明确规定：我国除和国民经济和生命安全具有重大影响的工种暂由国务院职能部门进行认证监管以外，其它认证与国际接轨，逐渐由该行业协会和民间中介等组织拟定相关认证标准进行认证。这意味着我国的认证制度将逐步与国际接轨，向着行业认证体系方向发展。
目前在职业认证领域,除了国家强制性认证以外,更多的认证关键是看市场的认可.国内外相应的认证机构只要是在法律的许可范围内，严格按照相关标准和程序进行的，均具有法律依据和法律效力。证书的权威性取决于认证的管理和考核体系，规范化的认证体系是决定证书含金量和权威性最重要的标志，
